If you pay your income tax.

Maybe if other taxation was at a flat rate then it would be fair to impose such taxes but they are not and the fact is that (other than those avoiding tax) people living in such houses will already be paying a huge amount of tax. You are also already paying more than most in Council tax as well. It's not really a fair tax.
