Not surprised in the least but I very much doubt this is just a tory problem.

As shown with the expenses fiddle pretty much all parties had their share. We are naive to think politicians have morals anymore - most are out for their own ends. It shows when Enoch Powell and Wedgie Benn used to get on well despite being poles apart in their views, they respected the fact that both honestly believed what they said. Most nowadays are chameleons like Dave I'm afraid. Still morally and ethically wrong though if not illegal.
