It's almost certainly not intended or deliberate in any way, but it is avoidable, and what's more it's understandable that people are sensitive to this particular issue. I think that's forgivable. Exploiting or ridiculing it all as some kind of "PC brigade nonsense" is to trivialise the seriousness of it (the issue, not the advert). Being oversensitive about certain less important issues is time-consuming and also trivialises the issues concerned, granted, but racism in America isn't a trivial issue. They didn't have to submit that photo, after all - someone should have thought about it before publication.
