We've had a similar situation recently on land at the end of our little lane.

A skip company, claiming they were just storing skips, were dumping similar stuff and having huge fires in the middle of the night as well. We'd get up in the morning with the air stinking of burnt plastic. We badgered the council and environment agency and they got it stopped and the site cleared. Still owned by a dodgy bastard so don't know ho long the relative quiet will last
