Disagree - I can actually see the reasoning behind this

One of the hardest things as an international manager compared to at club level is not having the players train together every day and get used to working together (it is notable that the best international teams, Germany and Spain, have a lot of players from the same club (Bayern/Barca) who are therefore used to playing together).
Roy is effectively trying to manage the international side as much like a club as possible and having a core group of players who he always gets together where possible so they can get used to training/playing with each other.
If you chop and change the squad every time you get together just based on who happens to be in/out of form for the past few months it is pretty much impossible to field anything other than a disjointed group of individuals rather than a team that might be greater than the sum of its parts.
