g made locally instead of in Whitehall

so why do i get the feeling that a lot of it will actually be about taking decisions away from the various levels of councils and councillors that already exist?

he can pretty much guarrantee it'll be a tory mayor for East Anglia too - so what do they want to do that they can't do already?
