yes they can, and anyone else is free to judge their character accordingly

I don't doubt that there are many more athletes in all sports who are taking a variety of potentially performance enhancing drugs whilst they are still legal.

Just because something is legal, does that make it acceptable behaviour?

She is insinuating that she took it for medical reasons: now I am not a doctor, but I find it slightly odd that an athlete based principally in the US would take a drug that was apparently not FDA approved when there will be loads of approved alternatives.

Nor, if she was taking it for genuine medical reasons, do I understand why none of her team picked up on it and sought an exemption for her. It has been on the watch list for 12 months. She may not have known it by the other name but her medical team certainly would have done. Again, if it's being taken for genuine medical reasons her team, knowing the strong possibility of it being banned, her team would have been making preparations to gain an exemption.

The conclusion I am drawn to is simply that her team spotted a loophole and exploited it (and then cocked up by not spotting that it did get baned in the end). All perfectly legal.

But as Facebook has found, what is legal and what is right are often two very different things.
