If you look in the right place, you can find them at affordable prices.

Derby didn't pay much for Idiakez, Man City got Benarbia for free in Div. 1, Portsmouth (a very poor Div. 1 team at the time) managed to persuade Prosinecki to come and play for them - if we had a better scouting system and a manager who placed less emphasis on work-rate and more on the ability to play football we might unearth a gem.

At the very least we need someone who offers a genuine attacking threat, like Francis did. Which Hughes doesn't (for me) offer either.
