isnt the money owed to the owner Edwin Davies?

I know the story is that he isn't prepared to put any more money into the club so I am guessing the small payoff is basically pennies on the pound for his investment.
Clearly nobody would buy if they owed vastly more than the club is worth.
They have already sold off the training ground and car parks....... not much left.
