Deficit in trade in goods, surplus in trade in services

Problem is, as a general rule it's more difficult to change supply of goods than services. Moreover, service suppliers are more mobile. These are just two reasons why raising tariffs on incoming EU goods could prove more problematic than the EU charging more for UK services.
