Is jack Valentine just a norfolk tradition...

As a kid we always received a little gift and sweets on Valentine's from jack!!!

So I started this with my kids and the missus who is from up north said who the F is jack Valentine!!
I thought it was a national thing ( like the Easter bunny) but it seems just us norf**kians do it!
