Plus if you want MORE staff in at weekends, you'll get LESS in during the week.

You can't take a finite resource and somehow magically make it go further.
The ONLY way to achieve this is to employ more staff = more cost = won't be happening
OR
Make current staff work more hours to provide this service.
This is why the legal safeguards around shift lengths are being removed from this new contract.
