It's the EU's fault

The current bass fishing restrictions in place. While there's millions of the buggers swimming around. The whales think, 'hello, they look tasty'. And they chase them into the shallow water. The bass, being the most clever of fishes, hang around in shallow water as there's less chance of getting caught.
