Start properly investing in the squad long term

This has been our problem for a while now.

Either taking the cheap option with punts, bringing in foreign flops due to poor scouting or just not doing enough to convince good targets to join.

There is no proven short term option available for this situation, with Sam and Pulis in jobs. Even then, I'd rather we not turn into another Sumderland.
