Re noisy neighbours...

...call the council and complain when they're making the noise. Usually the council will come around and take a reading whilst it is going on to check it is fulfils their criteria of what constitutes antisocial behaviour...

If it does they'll then go around and see the person and follow that up with a letter. If they do not comply you'll need to repeat the process...

It'll almost certainly help to keep a diary of times and frequency plus the severity of how it is effecting you as evidence...
