(as well as other transfer money) but our problems in attracting next tier players seem to be less about the transfer fees, league position (or even location) & more about the t's & c's we can offer.

...... not that the old squit about whether or not we are seen as an 'established' premium club isn't important, but players can often be using excuses so they don't seem quite so mercenary when the real reason behind not moving to a club is that they think they can get better pay elsewhere.
