Those are the times you angle for the best you can get because you're at peak desirability ("There is a tide in the affairs of men which taken at the flood leads on to fortune" etc)

So we may be the best he can get but we may not. By coming to see us he indicates I'M ON THE MARKET to the whole PL and then sits back to see if someone is more desperate than us, which is always possible in the January madness
