McNally was asked this a few years ago at a Caps Q+A

Think his response was along the lines of that no deal has to be disclosed but in reality some are as in clubs interests to do so. Eg getting a premium price for a want-away striker who has gone awol this season.

Some deals needs to be disclosed if it is thought it would effects share price, generally these are done outside of trading hours.
