Any electricians in the house?

Just because I have a 3 Phase electricity supply does it naturally follow that I would have 3 separate meters?

Also, who is legally responsible for ensuring the correct consumer is billed for the correct usage? Supplier claims it's not them, they just supply (and bill), the meter owners claim not them,they just make sure the meters are accurate, landlord doesn't give a f**k, and the feller that owns the business next door who I know I'm subsidising, f**king legs it when I go to speak to him.
