how can we make 2-3 quality signings?

we've tried for the last two summers in the Prem and the players we need to take us forward just aren't interested in coming. They probably won't be until we can offer them loads of money or have become a fairly established team.

They will be even less interested now it looks like we're in a relegation battle and may well go down.
