Just been reading this. No reason why a blackout cannot work

Whether the blackout restricts norwich games in Norfolk or only shows norwich games and restricts other teams this CAN work!
In America they only show regional teams on local affiliate stations unless you subscribe for more premium channels this can be adopted here too.
