That is a little strange.

But it does also depict genuine refugees as well so it's not like it's saying all refugees are rats.

To be honest I would imagine that there is a vast cross section of society amongst refugees just as there would be if you took a group of several thousand people anywhere in the world. The fact you are a refugee doesn't automatically make you a good person in the same way it doesn't automatically make you a rat with bad intentions. There will be many, many "refugees" who are hugely deserving of help and I hope they will get it. There will be others who perhaos are less deserving.
