Leads to negotiation / compromise etc and then peace.

The problem with "terrorism" is that it's practically impossible to negotiate with brain washed people who think it's a good thing to lose their lives over.

When nations used to fight in wars and battles, they had an incentive to limit casualties. Terrorist organisations want their "troops" to die, in order to cause the most damage on their targets. They have very little to live for and are happier off dead and in "heaven"
