You need a ticket to London - almost always that will be Liverpool St, very occasionally Kings Cross - but your ticket should be to "London" or "London Terminals". Then use your debit card or an Oyster card to get to Oxford Circus.

Sometimes you CAN get a ticket to e.g. "Zone One" (where Oxford Circus is) and sometimes you can't. SOmetime you CAN get a "Travelcard" which includes unlimited Tube travel and sometimes you can't. Others can better advise you on what's available from Norwich as I haven't lived there for some decades. Here in Maidenhead I could get a "Zone One Return" for example which would do the trick.
