so what's a middle road?

Perhaps just having an official reviewing and referring when it's something major is enough - but would that lead to "well if the seventh official had spotted that it wasn't really a throw in eighteen touches of the ball back he'd never have had it to shoot with, why do we have video refs..."

Thing is there *are* blatant things - like Costa today and numerous examples from our own recent past - that go unseen; but how to fix that without breaking everything else? I'm sure there is a way but I'm not sure I can see what it is.
