It's OK to stop and ask e.g. for penno or ghoul decisions but you can't wait around every time wondering whose throw-in that really was.

Maybe have an official constantly reviewing tape looking for stuff major enough to alert the on-field ref about. Or give each team two reviews - if upheld you don't lose one but if not you do - which the Captains have the right to invoke at any point in the game. Or something.
