definitely - pretty hard to be consistent with split-second decisions

that are usually a matter of opinion though.
at the very least refs should be miked up to explain themselves, and I think the future has to be some kind of group decision based on one or more physical refs and refs watching videos.

Surely a second or two is enough to do that.
