As I've pointed out before,Watford is a small town with lots of big clubs nearby

Taking just the borough,90k residents, so 20k is like 42k at Norwich. They are in the same position as Lancashire towns where Liverpool and Manchester teams suck in support. Watford is also a dormitory town with lots of people who did not grow up there.

In any case, I spent many Saturday afternoons from the late 90s to the Worthy era in a much more empty Carrow Road. The recent attendances are great but are a new phenomenon.
