Why can't Hooper be coached to be able to play a one up front role?

He seems to have the attributes to be able to do it. he can obviously finish and he can hold the ball up well. Is it a case that he doesn't work hard enough? I went to the Shrewsbury away game last season and he was awful in terms of workrate, although he was just coming back from injury in that game.
