So has Simon Hooper ruled out all future goals scored with overhead kicks?

after all if as it appears he ruled out Jerome's goal for high kicking then by definition all overhead kicks must now be illegal as to score one you must raise a foot. Wes of course is exempt as even an overhead kick won't be much more than 4 feet off the ground!
