they could easily add an extra "pre-qualifier". Those ones the smaller teams play in July. That would still leave them with the right number of teams and noone being excluded as a result.
Incidentally this wouldn't be my first choice option - that would be for Liverpool to be in the CL and Everton in the UEFA, which would comply with both the FA's and UEFA's rules. Unfortunately the FA have gormlessly (sorry, greedily) burned their bridges on doing that...
