disagree - its not UEFA

the reason their rules do not state that a country's entrants MUST come from the top placed teams in the league is to provide the flexibility to allow CL champs in. The system worked with Real Madris in 99 or whenever so UEFA would consider it fine. THe FA have mucked up here because they said they would follow the Spanish system in this case and then changed their minds late in the season (I agree with you that greed is the motive though!)
