You're competing against people who'll pretty much work for peanuts and it tends to be a race to the bottom, pricewise. Let's not even talk about quality of work.
You're far better off doing some good old fashioned selling to build your client/prospect list and sweet-talk some recruitment consultants who handle freelance.
Or you could try leveraging Linked In. I get probably 50% of my business through it.
