Re Liverpool as 5th English Club

I haven't double checked, but according to my husband, who read the UEFA site, the law states that a country can't put forward more than 4 clubs, but couldn't find anywhere where it said that there couldn't be more than 4 clubs from one country in the competition. Under those circumstances surely UEFA could issue an invitation to Liverpool without breaking their rules.
