It's the manager's opinion which I'll be happy with, if he

thinks Carlton Cole can do a job for the club then I'm happy with his judgement over a few fans who happen to have watched him sporadically and come up with the view "he's rubbish". Alex Neil seems to have a pretty good judgement on who will and who won't work out for the club.
