OOH is certainly Out of Home. I used to work with many OOH Project Managers when I worked at JCDecaux, who are one of the biggest OOH companies. OOH advertising would refer to the billboards you see in all sizes and mediums around the country. OOH Project Manager is a pretty broad role and two people could share that title but be working on quite different things in my experience. For example one might be overseeing the creative side and the other the sales pitch while some do it all.
