I think the sour grapes and losing the bid

brought the issue to prominence and really increased the scrutiny on Fifa.

Even if it wasn't the main catalyst though, I don't see why that should detract from the case against Fifa. The reason why Qatar and Russia won the bids was largely because of the corruption - so it's pretty logical that investigations into corruption would gain weight from that time.
