I don't think that's unusual for PL clubs

View it as a sunk cost - the transfer fee is gone and we're not getting it back (at least not much of it). Surely it's better to get him off the wage bill to allow AN more flexibility in the transfer market to bring in his own targets? I'd feel much more confident about one of his signings succeeding in the Prem than one of Hoots'.
