The boss octave pedal is great.

Don't have one (my stompies are only few), but I've used one, and the versatility is astounding.

It just makes you sound fuller - my mate used to double-track alot of guitar lines to get fullness, but finds this much better.

As for the tuner, I'm no 12 string expert - I've never owned one, but it will deffo tune it - you just need to know what pitch to tune each string to. Each pair of strings is the same pitch, right? Then, no problem, and e is an e whatever, innit.
