To be honest the Tories are usually in favour of less state control/intervention so

I would generally trust them if they say more is needed but as you say its when it gets into the hands of others (e.g. the police or over zealous local authorities) that things go wrong. As has happened with anti terrorism powers being used against football fans or even by some councils to fine people for not putting their bins out on the right night!
