Will never happen

The Prem would intervene if League looked like coming down too hard on QPR. Prem is full of owners who would overspend similarly if they happened to get relegated. They'll threaten to reduce their solidarity payments to League clubs and those clubs, dependent on that money, will fold (as they did over academies)
