Isn't the suggestion in the report capping the consumption of the fund on a per person basis? Therefore potentially spreading it's use more fairly across a greater number of people? Also, I didn't see anything to say that the total spend would be capped.

Plus is it actually being implemented? I thought it was only one option of several that is documented.

I'm probably missing something though.
