Surely though, you only need to spend once to help each person?

Or am I missing something? Once you've helped someone back to work they no longer need the fund and that fund is then available for a different person the following year?

Capping it means that it won't help a greater number of people each year, but it doesn't mean it won't help another 35000 this year.

Is that so outrageous?
