play off final ticket allocation

Does anyone know, how many tickets each club gets for the play off final. Is it based on average attendances or just split 50-50. Making an assumption of Norwich v Midds in the final, despite their 33k crowd yesterday, their average crowd this season seems to be less than 20k. That will be part time support.
