I don't think it is quite as simple as that.

It's true that they can put plans for one in their manifesto for the next Scottish parliamentary election. But for it to be a binding referendum (as the last one would have been) then the Westminster government / parliament needs to have come to an agreement with them in advance (as they did last time).

On a different but related subject, anyone seen snippets of the Whitehouse correspondents' dinner last night? If so (and there have been a few people saying that we should have something similar here) - this is really good on that (this is probably only for other proper political nerds out there):
