Oops! FA rules for under 10's football - son plays for a team

Plays every week regardless of weather (Some kids/parents fair weather players) Not a top player but absolutely loves the game. Manager plays all the kids who turn up in equal amounts during the game. This week as the team have a chance of getting relegated he has text parents to say that he is only playing the best players this week as it is important to play in a better league so no need for others to turn up.
I am not sure if my son will play but regardless of that i think it is wrong to drop kids who turn up week in week out cause he might need a couple of new kids to play. Can he do this or does he have to play the kids who urn up for a match as he has done ?
