Godd point... and to add... that the reason why the benfets system is a mess is because

benefit fraud is a only tiny amount in comparison to the savings made through people not knowing what they should be claiming for.

A lot of people don't receive the benefits they are entitled to receive. If the system was sorted out then it would cost the gov't a lot more money.
