To create the website itself, just use an authoring tool like Dreamweaver or Front Page (I know Microsoft suck but it really is the easiest way to do it).

Other than that, there's loads of free tutorials on how to do it. I remember when I used to make websites at school (nerd!) I had to do it all in notepad, so at least things have moved on since then.
