That's a reasonable definition

What is a number anyway. The Greeks only counted integers as numbers. Rationals were some other entity and irrationals were even worse. Is a complex number a number? A quaternion? Are p-adic numbers numbers?

In the 19th Century mathematicians stopped worrying about this and instead considered them sets of objects on which you defined operations.
