There are two main issues when it comes to safe cycling in the UK - driver instruction and infrastructure. In my experience, instructors merely teach learners how to pass cyclists with a base level of safety - they're not taught respect for cyclists' right to occupy road space as they are in other European countries. Therefore, cyclists just become something to get past for many drivers. And infrastructure - obviously the former problem would be less apparent if cyclists didn't need to occupy the same road space as car drivers so often. Either way, I don't think it helps anything to blame one side or the other.
